Risk appetite among leaders

Many in positions of leadership often create busy and unproductive amounts of work to protect themselves more, but ultimately hurt the cause they are there to drive. On the other hand, taking more risks doesn't seem incrementally incentivized for them either. An amount of appetite for failure is often talked about, but most seem to adhere to a significantly smaller one with their actions. I am not sure if there are systematic ways to address this, but having the right leader probably does it.
